The Origin and Meaning of "Hoy Hoy Hoy"

There are a lot of songs in country which calls for a refrain of "Hoy Hoy Hoy" (think Wayne "The Train" Hancock, The Collins Kids, etc.). Does anyone know where it started or what its meaning is? It seems pretty popular and I've heard it called out at jukes and feel left out.
